Over the past elections, new technologies have been playing an integral role in the elections

in the Philippines. We have turned to a variety of technological solutions in a bid to make

elections more efficient and more cost-effective, and to strengthen stakeholder trust in each

stage of the electoral cycle.

 

Solutions range from the use of geographic information systems to conduct boundary delimitation and establish the location of polling stations; to the use of sophisticated databases to maintain the voter registers, mobile technology for the transmission of election results and electronic voting machines to enable citizens to cast their ballots.

 

But we have a new challenge for these coming 2022 elections. The new normal, the post

pandemic kind life for us citizens. How are we going to face this challenge? Can we really say

that we can fully trust technology to handle the changes in this coming election?

HON. MARLON S. CASQUEJO

Commission on Elections (COMELEC)

Commissioner Marlon S. Casquejo is graduate of Computer Engineering at the University of San Carlos, Cebu City and of Bachelor of Laws at the Ateneo de Davao University.


He started his career at the Commission on Elections in 2004 as the City Election Officer IV of the 3rd District of Davao City. He was appointed as COMELEC Commissioner in 
June 2018. He is the Chairperson of the Steering Committee and the Printing Committee and also serves as the Commissioner In-Charge for the Local Source Code Review and Office for Overseas Voting for the May 9, 2022 National and Local Elections.


Commissioner Casquejo spearheaded the walkthrough for the different political parties, citizen’s arm, media and other stakeholders of the following pre-election activities:


COMELEC Warehouse, Sta. Rosa, Laguna
➢ Refurbishment of the Vote Counting Machines (VCM);
➢ Production of the VCM and Consolidation and Canvassing System laptops; and
➢ Kitting and deployment of the VCMs and CCS laptops.

 

National Printing Office, EDSA, Quezon City
➢ Printing and verification of Official Ballots for the 2022 elections; and
➢ Random Checking of printed Official Ballots.

 

Different Data Centers
➢ Institutionalized the implementation of the digital certificates as an additional layer of security for the 2022 elections.
➢ Introduced the Mobile Registration Form App and OEO App to supplement the iRehistro application during the continuing registration.
➢ Institutionalized the establishment of the Regional Technical Hubs for the replacement of defective SD cards during the 2019 elections.
➢ Introduced the concept of “vote anywhere” for overseas registered voters.
➢ Strengthened the relationship of the COMELEC with its election partners and other stakeholders to promote transparency and credibility of the automated elections, since he chaired the Steering Committee in 2019.

Acting Secretary Emmanuel Rey “Manny” R. Caintic was first appointed as the Assistant Secretary for Digital Philippines in 2019. Under his supervision, he reinforced the administration’s priority programs on connectivity by expediting their rollout and expanding their coverage. He has also championed the Digital Cities and Provinces Program or Digital Cities 2025 to further spur IT-Business Process Management (IT-BPM) industry’s development and investment in the countryside. This aims to motivate investors in expanding the industry beyond the metropolitan areas.

Parish Pastoral Council for Responsible Voting

William is the Chief Technology Officer at MDI Novare and a Board of Trustee for the Parish Pastoral Council for Responsible Voting. He is considered a “CTO ng Bayan”. He runs technology for MDI Novare working on various projects involving digital transformation, elastic infrastructure, and end to end AGILE DevOps. He is an active advocate of shaping  Internet and Technology policy working with organizations such as Internet Society, The Asia Foundation, PH-CERT, PPCRV and the Department of Communications Technology. He is a teacher at heart, and continues to lecture at the Ateneo de Manila University.

AUGUSTO C. LAGMAN, CCP

National Citizens' Movement for Free Elections

Gus is a Certified Computing Professional (CCP), a designation awarded by the US￾based Institute for Certification of Computing Professionals. He was president of the Philippine Computer Society (4 terms), the IT Association of the Philippines (4 terms), the IT Foundation of the Philippines, and the South East Asia Regional Computer Confederation.


He joined the National Citizens Movement for Free Elections (NAMFREL), as a volunteer, in 1983; a member of its National Council from 1992-2007; then chairman from 2017 to 2022. He headed the Systems Committee that managed the automated 
implementation of NAMFREL’s parallel counts (OQC) from 1984-2007 (10 national elections). He served as a Commissioner of the Philippine Commission on Elections (COMELEC) from May 2011 to May 2012.

Henry Aguda is a Trustee of the Parish Pastoral Council for Responsible Voting. He is a Fellow of the Institute of Corporate Directors and a Member of the Technology Governance Committee of ICD.

He is the Senior Executive Vice President, Chief Technology and Operations Officer, and Chief Transformation Officer of Union Bank of the Philippines.
